Mais avant d\u2019entrer dans le vif du sujet, je vous propose un voyage dans le temps.<\/span><\/p>\n<p align=\"justify\"><span><strong>Historiquement<\/strong>, la fonction Formation s\u2019est d\u2019abord d\u00e9velopp\u00e9e dans de grandes entreprises (surtout industrielles) o\u00f9 elle \u00e9tait g\u00e9r\u00e9e par les corps op\u00e9rationnels. Depuis la\u00a0<strong>loi Delors<\/strong>\u00a0du 16 juillet 1971 et les r\u00e9formes successives, la fonction formation s\u2019est petit \u00e0 petit\u00a0<strong>institutionnalis\u00e9e<\/strong>\u00a0pour devenir un bastion \u00e0 part enti\u00e8re de l\u2019<strong>organisation RH<\/strong>. Les services formation ont centralis\u00e9 les\u00a0<strong>budgets formation<\/strong>\u00a0et acquis un v\u00e9ritable\u00a0<strong>savoir-faire\u00a0<\/strong>en mati\u00e8re de\u00a0<strong>gestion de la formation<\/strong>. Simple emprunt de la langue de Moli\u00e8re \u00e0 celle de Shakespeare pour le style ? Eh bien non\u00a0: derri\u00e8re ce\u00a0<strong>renouveau s\u00e9mantique<\/strong>\u00a0se cache en r\u00e9alit\u00e9 une<strong>\u00a0\u00e9volution<\/strong>\u00a0profonde de la fonction formation qui nous invite \u00e0\u00a0<strong>changer d\u2019horizon.<\/strong>\u00a0Une\u00a0<strong>nouvelle posture\u00a0<\/strong>du m\u00e9tier se dessine, avec un<strong>\u00a0large \u00e9ventail de responsabilit\u00e9s<\/strong>\u00a0!\u00a0<\/span><\/p>\n<p align=\"justify\"><span>\ud83d\udc49On a abandonn\u00e9 le terme \u00ab<strong>\u00a0training<\/strong>\u00a0\u00bb (formation) au profit du terme \u00ab<strong>\u00a0learning\u00a0<\/strong>\u00bb (apprentissage), dont le sens est plus global\u00a0: plut\u00f4t que d\u2019inscrire des personnes dans des parcours de formation existants pour qu\u2019ils acqui\u00e8rent des connaissances, on cherche \u00e0 les\u00a0<strong>amener \u00e0 apprendre<\/strong>. Hop, le\u00a0<strong>p\u00e9rim\u00e8tre d\u2019intervention<\/strong>\u00a0du responsable L&amp;D est consid\u00e9rablement<strong>\u00a0\u00e9tendu<\/strong>. On s\u2019int\u00e9resse \u00e0 toutes les\u00a0<strong>occasions d\u2019apprentissage<\/strong>, et non plus \u00e0 la formation classique\u00a0<em>stricto sensu<\/em>. On s\u2019\u00e9mancipe du\u00a0<strong>mod\u00e8le 70\/20\/10<\/strong>\u00a0et on s\u2019aventure au-del\u00e0\u00a0: apprentissage en situation de travail, chez soi, au contact de nos collaborateurs et\u00a0<em>tutti quanti<\/em>.\u00a0<\/span><\/p>\n<p align=\"justify\"><span>\ud83d\udc49 Le terme \u00ab\u00a0<strong>development\u00a0<\/strong>\u00bb transcende quant \u00e0 lui la<strong>\u00a0finalit\u00e9<\/strong>\u00a0de la formation\u00a0en dehors du strict cadre de la\u00a0<strong>transmission du savoir<\/strong>.\u00a0<\/span><\/p>\n<p align=\"justify\"><span>Il renvoie \u00e0 deux concepts manag\u00e9riaux distincts\u00a0:\u00a0<\/span><\/p>\n<ul>\n<li align=\"justify\"><span>Le \u00ab\u00a0<strong>people development<\/strong>\u00a0\u00bb, le\u00a0<strong>d\u00e9veloppement professionnel de chacun<\/strong>\u00a0via un ensemble de politiques facilitantes.
